Charles Chamberlayne is a communicator, connector and expert at developing public engagement strategies for businesses, government and high-profile individuals. He’s served as a spokesperson and communications strategist for three U.S. senators, a speaker of the U.S. House of Representatives and City of San Diego Mayor. Charles’ career highlights include leading communications for the City of San Diego’s $3 billion in city operations which includes corporate partnerships and major city announcements involving Comic Con, Google Fiber Internet and the U.S. Golf Association’s return to Torrey Pines in 2021. On Capitol Hill, Charles handled media attention for major international issues such as the BP Prudhoe Bay oil spill in Alaska and the expansion of North American Free Trade Agreement (NAFTA) to Central American countries under the Central American Free Trade Agreement (CAFTA).
Chloe J. Morgan, APR+M
Public Affairs Officer @US Navy
Chloe J. Morgan, APR+M is a public affairs officer for the U.S. Navy. While on the job, she served as the media officer during U.S. Navy strikes into Syria, the first U.S. combat employment of the F-35, and heightened U.S.-Iran tensions to include the shooting down of a U.S. unmanned aircraft. Chloe has extensive experience working with the U.S. State Department and collaborated with the Bureau of Global Public Affairs’ Brussels Media Hub to counter Kremlin propaganda about U.S. involvement in Syria. She recently earned her master’s degree at San Diego State University, focusing her studies on countering foreign information operations. While there, her research uncovered practical response strategies for PR practitioners to thwart adversarial disinformation. She earned a bachelor’s degree in American politics and law from the United States Naval Academy in 2013.
